Section 7-18. Appointment and term of judge, associate judges <br /> and substitute judges. <br /> <br /> The judge, associate judges and substitute judges of <br />the ~uvenile a'nd domestic relations court shall be appointed for <br />four-year terms by the judges of the courts of record of and for <br />the City of Portsmouth. Appointments to vacancies shall be for <br />the unexpired term. The terms of all associate judges and sub- <br />stitute judges shall be coterminous with the term of the judge of <br />said court. <br /> <br />Section 7-22. Powers and duties of substitute judge. <br /> <br /> In the event of the inability of the judge of the <br />juvenile and domestic relations court to perform the duties of <br />his office by reason of sickness, absence, vacation, interest <br />in the claim, proceeding or parties before his court, or other- <br />wise, the substitute judge of the juvenile and domestic relations <br />court, appointed as provided in section 7-18, shall perform the <br />duties of his office during such absence or disability. He shall <br />receive for his services a per diem compensation at the rate <br />received by the judge of the juvenile and domestic relations <br />court. The council shall determine whether such compensa.tion <br />shall be deducted from the salary of the judge of the juvenile <br />and domestic relations court. An attorney appointed as sub- <br />stitute judge may continue to practice law. <br /> <br />Article III. Special Justice for <br /> Performance of Duties under <br /> Title 37.1, Code of Virginia, <br /> as to Insane, etc., Persons. <br /> <br />Section 7-30. Generally. <br /> <br /> The judges of the courts of record for the city shall <br />appoint a special justice who shall perform the duties required <br />by the provisions of Title 37.1 of the Code of Virginia, in re- <br />ference to insane, feeble-minded and inebriate persons. The <br />special justice shall have the power to perform all the duties <br />required of a justice or judge under such Title 37.1 and he <br />shall receive and retain for his services the fees therein pro- <br />vided. He shall serve at the pleasure of said judges. <br /> <br />Section 7-40. Appointment; regulation by municipal court judge. <br /> <br /> There shall be appointed by the majority of all the <br />members of the city council ten justices of the peace for the <br />city at large who shall hold office for a term of four years and <br />until their successors are elected and qualified. The terms of <br />the justices of the peace in office on the effective date of this <br /> <br /> <br />
