AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA,- <br />1961, BY AMENDING SECTIONS 4-64 AND 4-71 THEREOF PERTAINING TO <br />MINIMUM STANDARDS FOR NON-RESIDENTIAL STRUCTURES. <br /> <br /> Be it ordained by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That the Code of the City of Portsmouth, Virginia, <br />be amended and reordained to read as follows: <br /> <br />Sec. 4-64. Definitions. <br /> <br /> For the purposes of this article the following words <br />and phrases shall have the meanings respectively ascribed to <br />th~ by this section: <br /> <br /> Accessory structure. A structure the use of which is <br />incidental to that of the main building and which is attached <br />thereto or located on the same premises. <br /> <br /> Building. A structure adapted to permanen~ or continu- <br />ous occupancy or use for public, institutional, business, indus- <br />trial or storage purposes. The term "buildinq" shall be construed <br />as if followed by the words "or part thereof". <br /> <br /> Deterioration. The condition of a building or part <br />thereof, characterized by holes, breaks, rot, crumbling, crack- <br />ing, peeling, rusting or other evidence of physical decay or <br />neglect, lack of maintenance or excessive use. <br /> <br /> Fire hazard. The term "fire hazard" shall be defined <br />as follows: <br /> <br /> (a) Any device or condition likely to cause fire and <br />which is so situated as to endanger either persons or property. <br /> <br /> (b) The creation, maintenance or continuance of any <br />physical condition by reason of which there exists a use, accumu- <br />lation or storage of combustible or explosive material suffigient <br />in amount or so located or in such a manner as to put in jeopardy, <br />in event of ignition, either persons or property. <br /> <br /> (c) The obstruction to or of fire escapes, ladders <br />which may be used as escape, stairways, aisles, exits, doors, <br />windows, passageways or halls, likely, in the evenn of fire, to <br />interfere with the operations of the fire department or of the <br />safety and ready egress of occupants. <br /> <br /> <br />
