Sidewalks, at least 5 feet in width, shall be installed along all street frontage planned for apartments and row houses. Sidewalks, at least 4 feet in width, may be required along minor streets planned for single family detached dwellings where the lot width is less than 75 feet. Sidewalks shall be installed ~n accordance with plans and specifi- cations of the City of Portsmouth. H. Standard City of Portsmouth street signs shall be installed at all street intersections. I. Necessary traffic control devices, including but not limited to traffic signals or traffic stqns which are required within the subdivision or adjacent thereto and which are approved by the Traffic Engineer, shall be installed. The cost thereof, or so much thereof as the City shall direct, shall be paid by the sub- divider. J. Street lights shall be installed by the subdivider in accordance with the standards and specifications approved by the Traffice Engineer. The subdivider shall pay the cost of installa- tion thereof and all costs to be incurred for the operation and maintenance thereof during the first year following the completion of installation. The cost of all physical improvements required by the provisions of this section shall be paid by the subdivider, or so much thereof as the City shall direct. If the actual installation of improvements is not completed prior to the application made for final plat ap- proval, the subdivider shall execute and file with the City Clerk an agreement and bond in an amount equal to the estimated costs of such improvements, guaranteeing that the required improvements will be properly and satisfactorily installed within a reasonable length of time; but, in no event, more than two years. Furthermore, no certificate of occupancy shall be issued for the occupancy of any structure or building to be located in such subdivision unless and until th~ improvements required herein which are directly neces- sary to the use and enjoyment of such structure have been installed and accepted by the City except that final roadway surface need not be applied prior to issuance of such certificate if a suitable base and interim sealing agent acceptable to the City have been laid.
