AN ORDINANCE TO ~%~ND SECTION 32-19 OF THE CODE OF THE CITY OF PORTS- <br />MOUTH, ViRGINIA~ 1961, SUCH SECTION BEING A PART, OF THE SUBDIVISION <br />ORDINANCE OF THE CITY OF PORTS~IOUTH PERTAINING TO UTILITY AND STREET <br />IMPROVEMENTS REQUIP~D IN SUBDIVISIONS. <br /> <br /> Be it ordained by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 32-19 of the Code of the City of Ports- <br />mouth, Virginia, 1961, be amended and reordained to read as follows: <br /> <br />Section 32-19. Utility and Street Improvements° <br /> <br />In subdivisions, or parts of subdivisions, situated within the city, <br />improvements shall be provided as follows: <br /> <br /> A. Streets shall be graded to the full width and in <br />conformance to the approved cross sections and profiles and shall <br />be surfaced as set forth below. <br /> <br /> B. The pavement base and surface of streets shall <br />be appropriate to the type of developraent and type of use contem- <br />plated and shall be installed in accordance with standards and <br />specifications of the City of Portsmouth. The thickness of base <br />anf[ pavement Shall be de~e~mined by actual soil bearing test of the <br />California Bearing Ratio type, or equal, and anticipated traffic <br />loading methods as developed by The Asphalt Institute or the Port- <br />land Cement Association. <br /> <br /> C. A drainage system shall be provided to insure ade- <br />quate drainage of both natural and storm water. The system shall be <br />constructed and installed in accordance with plans and specifications <br />approved by the City Engineer. <br /> <br /> D. Curbs and gutters, or va!lay gutters, shall be ap- <br />propriate to the type of development contemplated and shall be in- <br />stalled in accordance with the plans and specifications approved by <br />the City Engineer. <br /> <br /> E. Water lines shall be installed by the city, at the <br />convenience of the city, in accordance with the p~ticy of the city <br />at the time request for such installation is made. The cost there- <br />of, or so much ~%ereof as the city shall direct, shall be paid by <br />the subdivider. <br /> <br /> F. Yfhere subdivisions are located within an area ~hat <br />can be provided with sanitary sewers, sewer lines shall be ins%ailed <br />by the city, at the convenience of the city; provided, however, that <br /> <br /> <br />
