AN ORDINANCE TO A~ND THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1961, BY ADDING THERETO A NEW ARTICLE NUMBERED 5A, CONSIST- <br />ING OF SECTIONS 5A-1 THROUGH 5A-16, PERTAINING TO PLAY'NED UNIT DE- <br />VELOP~NT IN AREAS ZONED RESIDENTIY~. <br /> <br /> Be it ordained by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That the Zoning Ordinance of the City of Portsmouth, <br />Virginia, 1961, be ~ended by adding thereto a new article nuEubered <br />5A, consisting of Sections 5A-! through 5A-16, s~ch new article to <br />read as follov~s: <br /> <br />Article 5A - Planned Unit Development in Residential Areas. <br /> <br />Section 5A-1. Objectives and Purposes. <br /> <br />The objectives and purposes of this article are: <br /> <br /> (a) The encou~ragement of more efficisnt and aesthetic <br />use of open land; <br /> <br /> (b) The encouragement of the reservation of open space <br />for scenic and recreational use of a private or public nature; <br /> <br /> (c) The encouragement of the reservation of land for <br />schools or other public buildings; <br /> <br /> (d) To provide incentives for development to encourage <br />and create a wide range of choice to satisfy the changing needs <br />of the community; <br /> <br /> {e) To offer flexibility to the dev~10per-in his <br />proach and solution to land development problems.~' ~. <br /> <br />Section 5A~2. Planned Unit Development Defined. <br /> <br />ap- <br /> <br /> A planned unit development is def~-n~d as an area of land <br />under a unified ownership or control to be developed and improved <br />as a whole in a single development operation or a prggrammed series <br />of development operations for dwelling units and rel~{~d uses and <br />facilities. The plan and development program includes not only <br />land improvements such as streets and utilities but also all <br />structures as proposed to be located, constructed and used. Also <br />included may be programs for_provision, operation and maintenance <br />of areas, facititzes and functions for common use by all or sub- <br />stantial portions of the occupants and which normally will not be <br />operated and maintained at the expense of ~he City of Portsmouth. <br /> <br /> <br />
