custody of such animal shall be unwilling or unable to subject any animal to the quarantine required by the director of public health as aforesaid, or if, in the opinion of the director of public health, such be necessary, it shall be the duty of the director of public health to cause such anima~ to be impounded at the Portsmouth-Norfolk County Humane Society for the quaran- tine period required and the owner or custodian of such animal shall pay the sum of $3.00 for each day or part thereof the animal is so quarantined° Any animal quarantined pursuant to this article shall be so kept as to be reasonably available for inspection by any duly authorized officer of the department of public health at all reasonable times and shall not be removed by any person from the place of quarantine without the written consent of the director of public health. Sec. 3-26. Examination of brain of biting animal dying during quarantine. If any animal shall die during the period of quarantine and such animal is known to have bitten another animal or person at any time during a period of two weeks immediately preceding the death of such animal, then it shall be the duty of the owner or person having legal custody of such biting animal to cause the brain of such animal to be examined for rabies at a recog- nized laboratory and to have the report of such laboratory made available to the director of public health. Sec. 3-27. Report of animals having rabies, having been exposed to rabies or having bitten a person. It shall be the duty of an~ person owning or having custody of any animal known to have rabies or known to have been exposed to rabies or which shall have bitten any person, in addi- tion to the other duties ~mposed in this Code, to immediately report such matter to the director of public health.
