period of five years using U. S. Depart- <br />ment of Commerce curves and statistics <br />and suitable run-off coefficients as de- <br />termined by the city engineer for the <br />different types of zoning in such area. <br /> <br />(3) The total cost of such off-site faci- <br />lities (including land or easement acqui- <br />sition and any other incidental costs) <br />shall be estimated by the department of <br />engineering based upon current prices plus <br />a percentage of such cost to reflect esti- <br />mated cost rise over,the ensuing five years. <br />Such cost ~ise estimate will be determined <br />by use of U. S. Department of Labor consu~aer <br />price indices to project price increase <br />trends. <br /> <br />(4) The design and estimated cost of such <br />off-site drainage facilities shall be re- <br />evaluated every five years prior to con- <br />struction. Any changes in cost estimates <br />shall be reflected by either an increase or <br />decrease in those pro rata shares remaining <br />to be paid. A rebate shall be made to those <br />having already contributed their share if a <br />decrease in pro rata share is calculated. <br /> <br />(5) A construction fund for each drainage <br />area shall be established by the city into <br />which pro rata shares shall be contributed <br />by the developer prior to final plat approval. <br />Shares paid after construction shall be based <br />upon actual cost and shall be paid to the <br />city. A rebate shall be made to those de- <br />velopers having contributed prior to con- <br />struction if the actual cost of construction <br />is less than the previous estimate. <br /> <br />(6) The pro rata share of each developer or <br />entity shall be calculated by estimating that <br />portion of the total storm water run-off using <br />said off-site facilities which can be attri- <br />buted to the subject development taking into <br />consideration the size and type of the pro- <br />posed development, the amount of rainfall <br />anticipated in said development and the ap- <br />propriate run-off coefficients applicable <br />thereto.
