AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1961, BY AMENDING SECTIONS 13-16 AND 13-17.11 THEREOF PERTAINING <br />TO DEFINITIONS AND DISPOSAL OF ABANDONED VEHICLES. <br /> <br /> WHEREAS, the City of Portsmouth is authorized to en- <br />act as ordinances certain statutes from the Code of Virginia, <br />provided such ordinances are substantially consistent with the <br />state law; and <br /> <br /> WHEREAS, the General Assembly of Virginia at its 1972 <br />session amended certain of those statutes of the Code of Vir- <br />ginia, 1950; and <br /> <br /> WHEREAS, it is therefore necessary to amend certain <br />sections of the Code of the City of Portsmouth, Virginia, 1961 <br />so as to make said sections conform to the changes in the Code <br />of Virginia enacted by the General Assembly at its 1972 session. <br /> <br /> NOW, THEREFORE, BE IT ORDAINED by the Council of the <br />City of Portsmouth, Virginia: <br /> <br /> 1. That the Code of the City of Portsmouth, Virginia, <br />1961 be amended and reordained to read as follows: <br /> <br />Section 13-16. Definitions. <br /> <br /> For the purposes of this Article, the following words <br />and phrases shall have the meanings respectively ascribed to <br />them by this section: <br /> <br /> ABANDONED VEHICLE. Any motor vehicle, trailer or <br />semitrailer, as such are defined in Section 18-1, that is in <br />such condition that it is economically impractical to make such <br />vehicle-operable. <br /> <br /> BUILDING. Any structure built for the support, shelter <br />or enclosure of persons, animals, chattels or property of any <br />kind which has enclosing walls for fifty percent of its perimeter° <br />The term "building" as used herein shall be construed as if follow- <br />ed by the words "or part thereof." <br /> <br /> DEBRIS. Dead or dying standing weeds and cuttings of <br />weeds, as herein defined, trash, junk, discarded or abandoned <br />parts of vehicles or any other material or substance which may <br />provide a hiding place for snakes or rats or anything or any con- <br />dition which may be a fire menace or breeding place for mosquitos, <br />give off obnoxious or offensive odors or endanger the health or <br />safety of the residents of this City. <br /> <br /> <br />
