Section 3. The City Auditor is hereby authorized to trans- <br />fer funds for the purpose of equalization, from any fund in one <br />authorized bank to the same fund in another authorized bank, provided <br />the transfer check is countersigned by the City Treasurer. <br /> <br /> Section 4. Monies paid to the retired school teachers <br />shall be termed as gratuity and only as a temporary measure. If the <br />State of Virginla takes over thisresponslblllty,' ' ' this gratuity will <br />cease. <br /> <br /> Section 5. To the extent that any monies in the accounts <br />of the School Board derived from sources other than the State of Vir- <br />ginia are unexpended at the end of the fiscal year 1972-73 and thus <br />become available for use the next fiscal year, the City's share of <br />the appropriation made for education and scholarships for the next <br />ensuing fiscal year shall be decreased by a like amount. <br /> <br /> Section 6.
