304.14 Protective treatment. <br /> <br /> Ail exterior wood surfaces, other than decay resistant <br />woods, shall be protected from the elements and decay by paint- <br />ing or other protective covering or treatment. Such surfaces <br />shall be painted or treated so as to prevent structural deteri- <br />oration and neighborhood blight. <br /> <br /> (15) Section 306.4 of said Southern Standard Housing <br />Code, 1969 Edition, be amended to read as follows: <br /> <br />306.4 Care of premises. <br /> <br /> (a) It shall be unlawful for the o~ner or occupant <br />of a residential building, structure or property to utilize the <br />premises of such residential property for the open storage <br />of any abandoned motor vehicle, ice box, refrigerator, stove, <br />glass, building material, building rubbish or similar items. <br />It shall be the duty and responsibility of every such owner <br />or occupant to.keep the premises of such residential property <br />clean and to remove from the premises all such abandoned <br />items as listed above, including but not limited to weeds, <br />dead trees, trash, garbage, etc., upon-notice from the Building <br />Official. <br /> <br /> (b) For the purpose of this section, an abandoned <br />motor vehicle is defined as one which is in such a state of <br />dilapidation that is is incapable of moving under its own <br />power and repairs are either impossible or economically iN- <br />practicable~ <br /> <br /> Copies of the aforementioned Southern Standard Housing <br />Code, 1969 Edition, may be obtained at the Department. of Public <br />Health, 800 Crawford Parkway, Portsmouth, Virginia, between the <br />hours of 8:30 A.M. and 5:00 P.M., Monday through Friday. <br /> <br />Section 4-61.5. Inspection and certificate required. <br /> <br /> No owner, agent or person in charge of a dwelling or <br />dwelling unit shall allow any person to occupy the same as a <br />tenant or lessee or for a valuable consideration unless said <br />dwelling or dwelling unit shall have been inspected immediate- <br />ly prior to occupancy and shall have been determined to be in <br />compliance with the provisions of the Southern Standard Housing <br />Code, 1969 Edition, as adopted by reference in Section 4-61.i <br />of this Code. Such compliance shall be evidenced by Certifi- <br />cate of Compliance issued by the director of public health, <br />provided however, no such inspection shall be required within <br />180 days of the date of the last Certificate of Compliance ism <br />sued. <br /> <br /> <br />
