out ~n this Code. The tenant shall be responsible for the <br />maintenance of buildings, structures and premises to the extent <br />set Out in this Code. <br /> <br /> (4) Section 103.1 of said Southern Standard Housing <br />Code, 1969 Edition, be~ amended to read as follows: <br /> <br />103.1 Permission to enter premises. <br /> <br /> The director of public health Shall enforce ~he pro- <br />visions of this Code. The director, or his duly authorized re- <br />presentative upon presentation of a proper identification to <br />a person having a right of possession or a right of entry to <br />the premises or the authorized agent of such person, may, with <br />the permission of such person or his authorized agent, enter <br />a building, structure, dwelling, apartment house, or pr~ises, <br />during reasonable hours. ~ere a person is in actual peaceful <br />and unchallenged possession of th~ premises during daylight <br />hours, he shall be deemed prima facie the rightful possessor <br />until the contrary be shown° In cases of emergency where ex- <br />treme hazards are known to exist which May involve daDger to <br />life or limb or serious property damage, the director of public <br />health or his representative, shall have the right of entry <br />without permission of any person or any w~rrant. <br /> <br /> (5) Section 103.2 of said Southern Standard Housing <br />code, 1969 Edition, be amended to read as follows: <br /> <br />103.2 Unsafe buildings, dwellings, apartment houses, and <br /> rooming houses. <br /> <br /> All dwellings, apartment houses, rooming houses or <br />buildings or structures used as such which are unsafe, %Lnsani- <br />tary, unfit for human habitation, or not provided with adequate <br />egress; or which constitute a fire hazard, or are otherwise <br />dangerous to human life, or which in relation to existing use <br />constitute a hazard to safety or health by reason of ~uadequ- <br />ate maintenance, dilapidation, obsolesence, or abando~ent, <br />are severally in contemplation of this section, unsafe build- <br />ings. All'such unsafe buildings are hereby declared illegal <br />and shall be abated by repair and rehabilitation or by de- <br />molition in accordance with the following procedure: <br /> <br /> (a) Whenever the director of public health deter- <br />mines that there exists a violation of a provision of this <br />ordinance or of any rule or regulation adopted pursuant there- <br />to, he shall give notice of such violation to the person or <br />persons responsible for the premises concerned.
