The franchisee's basic service cable and distribution system as constructed in accordance with the schedule set forth in section 5A-t8 shall be capable of carrying and delivering at least eighteen (18) useable channels of either the class I, class II or class iii type. The distribution system shall be capable of carrying four (4) class IV channels to be activated when the council so directs after a consideration of the state of the art and the economic feasibility thereof. Section 5A-20. Converter or other device to be furnished. The fraDchisee shall provide all subscribers to basic service witk either a converter or other device bf equal or bet- ter electronic capability necessary to receive all of the class of channels required to be delivered in accordance with section 5A-19 above. Section 5A-21, Installation of second cable; channel capacity. The franchisee shall install and lay a second trunk cable at the same time and in accordance with the same schedule specified for the basic service trunk in section 5A-18. Such second trunk will be reserved for future activation as a point to point service net between goverr~entai, educationair busi- ness or other similar subscribers° The second cable shall be capable of carrying at least fifteen (15) class It II, or III channels and fifteen (15) class IV channels. Activation in whole or in part of such point to point net shall be under- taken pursuant to a mutually agreeable amendment to the fran- chise. If the franchisee unreasonably refuses to agree to such amendmentf the City Council may direct such activation or choose to avail itself of the r~edies set forth in sections 5A-73 and 5A-74 herein. Section 5A-22. Interconnection. The franchisee's system shall be designed and con- structed so as to be capable of interconnection with other systems or services operating in adjacent "tidewater" communities within sixty (60) days of a request therefor from the city. For good cause shown the franchisee may request and the council may grant reasonable extensions of time to comply with such requests. Section 5A-23. State of the art. (a) The franchisee shall maintain his system so as to keep pace with the latest developments in th~ state of the art concerning advances such as (but not limited to) two-way -!1-
