AN ORDINANCE CREATING THE PORTSMOUTH CABLE TELS~ISION STUDY COM- MISSION, PROVIDING FOR THE APPOINTMENT, TERM OF OFFICE AND FOR THE FILLING OF VACANCIES ON SAID COMMISSION, FOR THE COMPENSATION OF SAID MEMBERS, FOR THE ORGANIZATION OF SAID COMMISSION, AND PRESCRIBING THE RESPONSIBILITIES AND DUTIES OF SAID COMMISSION. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: Section 1. Portsmouth Cable Television Study Commission - composition. A Commission to be known as the Portsmouth Cable Tele- vision Study Commission is hereby created. The Commission shall consist of seven members; the City Manager, the City Attorney, the Superintendent of Schools or his authorized representative, and four citizens appointed by Counsel. Ail members shall be residents of the City. Section 2. Same - Terms of members, vacancies; compensation. The members shall be appointed to serve for a term of two years. Any vacancy in the office of any appointed member shall be filled by appointment by the Council for the remainder of the unexpired term. Ail members of the Commission shall serve as such without compensation. Section 3. Same - Organization: Quorum. The Commission shall elect a chairman. The Commission may create and fill such other offices as it may determine. A majority of the members of the Commission shall constitute a quo- rum for the transaction of business. Section 4. Same - Responsibilities and duties. The Commission shall make a study of Cable Television with regard to the construction of such a system in and for the City of Portsmouth and in connection therewith shall make such recommendations as it shall deem advisable to the City Council. Section 5. This ordinance shall take effect from the date of its passage. Adopted by the Council of the City of Portsmouth,~ Vir-i ginia, at a meeting held February 27, 1973. Teste: City Clerk
