Section 3 shall become effective on the first day of July for each year. For the purposes of this ordinance only, service by such employees for a fractional part of a year consisting of six months or more shall be treated as a whole year unless such six months requirement is waived by the City Manager. (b) The Department of Personnel shall perform a continuing salary administration program to insure internal equity among position classifications. The salary adminis- tration program shall include salary surveys, job audits and analysis of turnover. Reclassification of positions may be implemented in such cases which, ~n the discretion of the City Manager, require immediate corrective action. Section 17. Allowances. The rate of pay set forth in this schedule shall be deemed to include the full compensation of the employee, and the value of any allowances made to the employee by the City shall be considered as a part of his compensation. Section 18. Complements of Fire Department and Police Department. (a) The authorized complement of the Fire Department shall be one Chief, one Deputy Chief, six Battalion Chiefs, thirty-one Captains, thirty-one Lieutenants, and one hundred thirty-eight Privates. (b) The authorized complement of the Police Depart- ment shall be one Chief, one Deputy Chief, three Inspectors, seven Captains, twelve Lieutenants, twenty-six Sergeants, and one hundred fifty Patrolmen. Section 19. Salaries for unclassified positions. The annual salaries of the following unclassified positions shall be the amounts herein stated: (a) City Manager (b) Chief Clerk of Circuit Court (c) Clerk of Circuit Court (d) City Assessor (e) City Attorney (f) City Auditor/Clerk $33,860. 21,382. 15,891. 24,190. 20,475. 19,864.
