It shall be the function of the Citizens Advisory Com_mittee to foster mutual understanding and respect among all social., racial, cultural, ethnic, and minority groups in the city and to seek solutions to problems concerning citizens of the city with the object of providing an environment in which each citizen has an e~ual opportunity to grow to his maximtun potential. Section 2-269 Duties of the ~ may: tn carrying oun the assigned functions, the (1) Advise and consult with the City Council and the ummy Hanager on matters pertaining to its assigned functions. (2) Encourage the cooperation and enlist the support of all corm%unity groups, both public and private, in initiating and coordinating discussions between individuals and groups to lessen tension and promote understanding i~ the community. (3) Advise theaz~ectea=~ ' ~ goverp~mentai acen~es as to the co~unity acceptance of specific propecns with special m~phasis on human service programs~ public safety, housing~ urban renewal (4) Receive and revzew all grievances and initiate reviews of tension areas pertaining to discrimination based on race, creed, color, sex~ religion~ na'tionat origin, ahd denla[ of or inability ~o procure cm~y services. (5) institute and conduct educational programs to promote federat~ state, city and regional undertakings; and sponsor meetings, for~s and courses of instruction leading to clearer understanding of such undertakings among the citizens. (6) Conduct research to obtain factual date on the status and treatmen~ of all social, racial, cultural and ethnic grmups in the city for the purpose of developing the best means of improving their status and treatment and of measurinq the effective- ness of city programs.
