AN ORDINANCE CLOSING A PORTION OF LOUISA AVENUE BETWEEN COUNTY STREET AND THE RIGHT OF WAY OF SEABOARD COASTLINE RAILROAD (S-74-9). WHEREAS, Charles A. and Judith A. Langreder have made application to vacate, close and discontinue the hereinafter described portion of Louisa Avenue; and W~REAS, by reso!ution of this Council, adopted Aug- ust 13, 1974, viewers were appointed pursuant to Section 15.1- 364 of the Code of Virginia, 1950, as amended, to view the hereinafter described portion of the said street, and to report in writing whether, in their opinion, any, and if any, what in- convenience would result from discontinuing the below described street; and WHEREAS, the said viewers have reported in writing that, in their opinion, no inconvenience would result from clos- ing and discontinuing said street. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Portsmouth, Virginia, that that portion of Louisa Ave- nue hereinafter described, be closed and vacated as a public street. Ail that certain lot or parcel of land situ- ate in the City of Portsmouth, Virginia, and described as follows: Beginning at a point in the northern line of County Street at the southwest corner of Lot NO. 24 in Block 141 as sho~ on the plat of Living- ston Land Company of record in the Office of the Clerk of the Circuit Court of the City of Chesa- peake~ Virginia~ in Map Book 5, at Page 43; thence in ~ northerly direction along the west- ern line of said Lot 24 and continuing along the western line of Lot 23 in said Block 141 a distance of 130 feet, more or less, to the east- erly line of the right of way of Seaboard Coast- line Railroad; thence in a southwesterly direction along the line of said right of way a distance of 75 feet, more or less, to the eastern line of Lot NO. 2, in Block 140 on the above plat; thence in a southerly direction along the line of said Lot 2 a distance of 80 feet, more or less, to the northern line of County Street; thence in an
