Section 2-323. Same - Responsibilities and duties. <br /> <br /> The Commission shall make a study of Cable ?elevision <br />with regard to the construction of such a system in and for the <br />City of Portsmouth and in connection therewith shall make such <br />recommendations as it shall deem advisable to the City Council. <br />The Commission shall monitor alt aspects of the construction and <br />operation of the Cable Television franchise. It shall have the <br />authority to conduct public hearings to inquire into the merits <br />of any complaints or recommendations made to it by subscribers, <br />users or patrons of the franchise. The Commission shall have <br />exclusive original jurisdiction of all complaints made to the <br />City' concerning the Cable Television franchise. Any party dis- <br />satisfied with the Commission's disposition of his complaint may <br />thereafter present the matter to City Council. The Commission <br />shall have authority to promulgate and enforce its o~ rules in <br />connection with its investigations and hearings on complaints <br />made to it. Such rules shall be consistent with this Article <br />and with the Cable Television Franchise Ordinance. <br /> <br /> 2.
