Section 16. Salary adjustments and reclassifications~ <br /> <br />(a) On and after July 1, 1974, salary adjustments to higher <br />steps within a pay grade for persons classified under Section 3 <br />shall become effective on the first day of July for each year. <br />For the purposes of this ordinance only, service by such employees <br />for a fractional part of a year consisting of six months or more <br />shall be treated as a whole year unless such six months require- <br />ment is waived by the City Manager. <br /> <br />(b) The Department of Personnel shall perform a continuing <br />salary administration program to insure internal equity among <br />position classifications. The salary administration program <br />shall include salary surveys, job audits and analysis of turn- <br />over. Reclassification of positions may be implemented in such <br />cases which, in the discretion of the City Manager, require <br />immediate corrective action. <br /> <br />Section 17. Allowances. <br /> <br />The rate of pay set forth in this schedule shall be deemed to <br />include the full compensation of the employee, and the value of <br />any allowances made to the employee by the City shall be con- <br />sidered as a part of his compensation. <br /> <br />Section 18. Complements of Fire Department and Police <br /> Department. <br /> <br />(a) The authorized complement of the Fire Department shall be <br />one Chief, one Deputy Chief, six Battalion Chiefs, thirty-one <br />Captains, thirty-one Lieutenants, and one hundred forty-two <br />Privates. <br /> <br />(b) The authorized complement of the Police Department shall be <br />one Chief, three Inspectors, seven Captains, twelve Lieutenants, <br />twenty-eight Sergeants,'and one hundred sixty-two Patrolmen2 <br /> <br />Section 19. Salaries for unclassified posit_ohs. <br /> <br />The annual salaries of the following unclassified positions <br />be the amounts herein stated: <br /> <br />shall <br /> <br />(a) City Manager <br />(b) Clerk of Circuit Court <br />(c) City Assessor <br />(d) City Attorney <br />(e) City Clerk <br /> <br />$35,O00. <br />23,608. <br />26,707. <br />24,793. <br />21,923. <br /> <br /> <br />
