~) The City Manager is hereby authorized <br />at any time during the fiscal year to effect any consolidation <br />of offices, or to make other changes he may deem to be in the <br />interest of the City, provided there is no increase in expense. <br /> <br /> Section 3. The Finance Director is hereby authorized <br />to transfer funds for the purpose of equalization, from any fund <br />in one authorized bank to the same fund in another authorized <br />bank, provided the transfer check is countersigned by the City <br />Treasurer. <br /> <br /> Section 4. Monies paid to the retired school teachers <br />shall be termed as gratuity and only as a temporary measure. If <br />the State of Virginia takes over this responsibility, this gratuity <br />will cease. <br /> <br /> Section 5. To the extent that any 'monies in the accounts <br />of the School Board derived from sources other than the State of <br />Virginia are unexpended at the end of the fiscal year 1974-75 and <br />thus become available for use the next fiscal year, the City's <br />share of the appropriation made for education and scholarships <br />for the next ensuing fiscal year shall be decreased by a like <br /> <br /> Section 6~ An emergency exists, and this ordinance shall <br />take effect July 1, 1974. <br /> <br /> Adopted by the Council of the City of Portsmouth, Vir- <br />ginia, at a meeting held July 1, 1974. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br />-3- <br /> <br /> <br />
