AN ORDINANCE TO ~END THE CODE OF THE CITY OF PORTSMOUTH, VIR- <br />GINIA, 1973, BY ~ENDING SECTION 2-17 THEREOF PERTAINING TO <br />COUNCIL PROCEDURES FOR ADOPTING ORDINANCES AND RESOLUTIONS. <br /> <br /> BE IT ORDAINED by the Council of the City of Ports- <br />mouth, Virginia: <br /> <br /> 1. That the Code of the City of Portsmouth, Virginia, <br />1973, be amended by amending and reordaining Section 2-17 <br />thereof, such amended section to read as follows: <br /> <br />Section 2-17. Council procedures for the adoption of <br /> ordinances and resolutions. <br /> <br /> (a) Except for those ordinances and resolutions <br />set forth in subparagraph (b) of this section, ordinances <br />and resolutions may be adopted on the date of their intro- <br />duction. On the final vote on any ordinance or reso!ution~ <br />the name of each member voting and how he voted shall be re- <br />corded. Such ordinances and resolutions shall be passed by <br />the affirmative vote of the majority of the City Council <br />members present. <br /> <br /> (b) No ordinance or resolution appropriating money, <br />imposing taxes, authorizing the borrowing of money or relating <br />to any zoning matter shall be finally adopted by the Council <br />at a meeting whereat such matter was first considered. <br /> <br /> Such ordinance or resolution appropriating money, <br />imposing taxes or authorizing the borrowing of money shall be <br />passed by a recorded affirmative vote of a majority-of members <br />elected to the City Council° <br /> <br />2.
