Marginal access street. A street, generally paralleling <br />and contiguous to a main thoroughfare designed, primarily, to <br />promote safety by providing free access to adjoining property and <br />limited access to the main thoroughfare. <br /> <br /> Minor street. A street primarily designed to provide <br />access to abutting properties or lots within a subdivision but <br />may also connect with streets in adjoining subdivisions. <br /> <br />Planning commission. The planning commission of the city° <br /> <br /> Public street. An existing street or platted street <br />dedicated for the use of the general public, graded and paved <br />or to be graded and paved in order that every person has the <br />right to pass and use it at all times, for all normal purposes <br />of travel, transportation or parking to which it is adopted and <br />devoted. <br /> <br /> Street. A strip of land or way subject to vehicular <br />traffic (which may also serve in part as a way for. pedestrian <br />traffic) and providing direct or indirect access to property, <br />including but not limited to roads, lanes, drivest trails, courts, <br />places, terraces, alleys, avenuesr highways, boulevards or any <br />other thoroughfare° <br /> <br /> Street width. The shortest distance between the lines <br />%;hich delineate the right-of-%~ay of a street. <br /> <br /> subdivision. The division of a parcel of land into <br />two (2) or more lots or parcels for the purpose~ whether immediate <br />or future, of transfer of ownership or of building developmentf <br />including all changes in existing street or lot lines and any <br />new streets; provided, howevert that divisions of land into parcels <br />of three (3) acres or more not involving any new street or easement <br />shall not be deemed a subdivision; and further, provided that any <br />subdivision to which the city or the Commonwealth of Virginia is a <br />party shall not be deemed a subdivision. <br /> <br /> Subdivision~ minor. The division of a parcel of land <br />into not more than three (3) lots fronting on an existing street <br />and not involving any new street or the extension, modification or <br />widening of any existing street, street facilities, or Utilities° <br /> <br /> 2o This ordinance shall take effect from the date of <br />its passage. <br /> <br /> <br />
