Unusual characteristics of wastes will be surcharged for in keeping with such special rates as shall be adopted by the City Council. Where the operations are subject to surcharge the surcharge shall be based initially on the average characteristic of the wastes as sampled monthly at random during each of three (3) consecutive months. Subsequently, samples will be taken at least once every 12 months and the average adjusted based on the latest sample. The customer may request additional sampling at his expense if he believes there has been a significant decrease in the strength of the waste being discharged. For unusual wastes or where otherwise indicated, the director of public utilities may make or require to be made, at the customer,s expense, such tests as will provide adequate basis for the sur- charge to be made. Pretreatment before discharge or elimination of the discharge may be required if, in the opinion of the director of public utilities, the type of waste and/or the manner of discharge is such as to be detrimental to either collection, transmission, or treatment structures or processes. (g) Bills rendered after July 1, 1975, but applying in part to sewer services rendered prior to that date, shall be prorated with the new rate applying to sewer services rendered after July 1, and the now-existing rate applying to sewer ser- vices rendered before that date~ 3.
