(d) The City Manager is hereby authorized <br />at any time during the fiscal year to effect any consolidation <br />of offices, or to make other changes he may deem to be in the <br />interest of the City, provided there is no increase in expense. <br /> <br /> Section 3. The Finance Director is hereby authorize~ <br />to transfer funds for the purpose of equalization, from any fund <br />in one authorized bank to the same fund in another authorized <br />bank, provided the transfer check is countersigned by the City <br />Treasurer. <br /> <br /> Section 4. Monies paid to the retired school teachers <br />shall be termed as gratuity and only as a temPOrary measure. If <br />the State of Virginia takes over this responsibility,, this gratuity <br />will cease. <br /> <br /> Section 5.
