The co~ission shall have the power to promote public <br />znterest in the promotion and preservation of educational, cul- <br />tural and economic interests, opportunities and advantages <br />through the execution and attai~en~ of the purposes and object- <br />zves declared in Section 40-92, and to that end, may employ <br />such reasonable means of publicity and education as it may <br />deem necessary with relation to the preservation and protection <br />of historic buildings and structures and places and areas <br />of historic interest in the city. <br /> <br />Section 40-108. <br /> <br />Investigating and delineating building <br />structures, etc., which should be preserved <br />and protected. <br /> <br /> It shall be the continuing duty of the commission to <br />investigate and delineate buildings, structures, places and areas <br />in the city having historic interest or value which should be <br />preserved and protected in the execution and attainment of the <br />purposes and objectives declared in Section 40-92 and to re- <br />port thereon from time to time to the council for consideration <br />as to whether they or any of them shall be set apart for <br />preservation and recognition, tP~ough whatever means possible. <br /> <br />Section 40-109. Appeals. <br /> <br /> Appeals may be taken from any action or decision of <br />the Commission of Architectural Review or Building Official in <br />granting or refusing to grant a Certificate of Appropriateness <br />or permit pursuant to the provisions of this Article, as pro- <br />vided in Article X of Chapter 40 of the Code of the City of <br />Portsmouth (1973), to the Board of Zoning Appeals, or any other <br />provision of law. <br /> <br />Section 40-110. Inventory of existing buildings by co~mlssion. <br /> <br /> The commission, in order to further execute the <br />purposes and objectives declared in Section 40-92 shall make <br />an inventory or list of all existing buildings in the city <br />erected prior to 1865 which it deems to be of historic zn- <br />terest because of their architecture, persons who have resided <br />or events which have occurred therein or for other historic <br />reasons. Such inventory or list shall give a brief description <br />of each building, the date of its construction as nearly as. <br />can be ascertained, the reason for including it in such <br />inventory or list and name and address of its present o%~ers <br />as shown on the current land b6oks of the city.
