AN ORDINANCE TO PROVIDE FOR THE CLASSIFICATION OF EMPLOYI'~NT; TO PROVIDE ~ COMPENSATION PLAN FOR EMPLOYEES; AND TO REGULATE THE ADMINISTRATION OF THE 1976-77 CLASSIFICATION AND PAY PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA. BE iT ORDAINED by the Council of the City of Ports- mouth, Virginia: Section 1. Employees classified. On and after July 1, 1976, all employees of the City of Portsmouth shall be classified according to the kind and type of work performed by them and as provided in this ordi- nance. Section 2. Classification and compensation. All full time officers and employees of the City, except those mentioned in Section 15 of this ordinance, shall Classes of be classified and graded in accordance with the" Positions assigned to Pay Grades," portion of this ordinance. The compensation of each employee shall be determined accord- lng to the Pay Schedules and other provisions of this ordinance. Pay Schedule A shall be effective through A~gust 31~ t~76~ Pay Schedule B shall become effective, September 1, 1976. Section 3. Compensation and Salary Adjustments~ On and after July 1, 1976, the salary steps for respective positions as set forth in Section 2 of this ordinance shall constitute the plan of compensation for all persons classified under said section: (See Pay Schedules). Ia) General Increases. From time to time, the City Manager may reco~end the granting of General Increases for all persons classified under~ this plan. Such general increases will be applied directly to the "Pay Schedule" such that each grade and step shall reflect the increase. When a general increase is granted, there zs no movement on the Pay Schedule; the employee retamns the same grade and step designation.
