(d) The City Manager is hereby authorized <br />at any time during rh~ fiscal year to effect any consolidation <br />of offices, or to make other changes he may-deem to be in the <br />interest of the City, provided there is no increase in expense. <br /> <br /> Section 3. The Finance Director is hereby authorized <br />to transfer funds for the purpose of equalization, from any <br />fund in one authorized bank to the same fund in another author- <br />ized bank, provided the transfer check is countersigned by the <br />City Treasurer. <br /> <br /> Section 4. Monies paid to the retired school teachers <br />shall be termed as gratuity and only as a temporary measure. <br />If the State of Virginia takes over this responsibility, this <br />gratuity will cease. <br /> <br /> Section 5. To the extent that any monies in the <br />accounts of the School Board derived from sources other than the <br />State of Virginia are unexpended at the end of the fiscal year <br />1976-77 and, thus, become available for use the next fiscal <br />year, the City's share of the appropriation made for education <br />and scholarships for the next ensuing year shall be decreased by <br />a like amount. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held May 25, 1976. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
