BE IT ORDAinED by the Couuncil of the Cmoy of Portsmouth, Virginia: 1. That Article II of Chapter 9 be ~T~nded and reordained to read as follows: A~rICLE II. ELECTION DISTRICTS Section 9-!6. Generally. The City shall not be dividgd into %rards but shall be divided into the follc~d~g election districts or praeincts~ the respective designation and boundaries of which shall be as provided in this article. Seotion 9-17. Precinct No, 1. Beginning at a point where the center line of the Downtow~ Tunnel intersects with the easzern boundary line of the city; thence along said Tunnel center line and its prolongation to the center line of t~terstate Route 264; thence continuing westerly along the center line of Interstate Route 264 to its interchange with the center line of Effingham Street; thence north along the center line of Hffingham Street to the center line of High Street; thence west along the center line of High Street to the center tine of Chestnut Street; thence north along the center line of Chestnut Street to the center tine of Fort Lane; thence north along Fort Lane to the center line of Leckie Street; thence west along the center line of Leckie Street to the center line of Hatton Street; thence north along the center tine of Hatton Street to the center line of Naval'Avenue; thence east along the center line of Naval Avenue and the southern boundary line of the United States Naval Hospital property to the eastern boundary tine of the city in the Southern Branch of the ~lizabeth River; thence southerly along said eastern city corporate boundary tine to the center line of ~he ~owntown Tunnel, the point of beginning.
