AN ORDIILANCE TO A~ND THE CODE OF T~[E CITY OF PORTSMOUTH, VIR- GINIA, 1973, BY AMENDING SECTION 2-150 TI~REOF, PERTAINING TO THE PO~RS AND DUTIES OF THE CITY ENGINEER. BE IT ORDAINED by the Council of the Cit~ of Ports- mouth, Virginia, that Section 2-150 of the Code of the City of Portsmouth, Virginia, 1973, be amended to read as follows: Section 2-150. Powers and Duties. Subject to the supervision and control of the City Manager and subject to the provisions of this Code and other ordinances of the City, the City Engineer shall be charged with the-following: The general management and control of the several bureaus, divisions and other units of the depart- ment of engineering. (b) The making of such surveys, reports, maps, draw- ings, plans, specifications and estimates as may be requested from time to time by the City Council, the City Manager or the head of any department, or any board, commission or agency of the City, pro- vided, however, that the City Manager may, with the approval of the City Council, ~mploy consult- ing engineers or architects in connection with the design of any building, work or ~mprovement. (c) The custody of all maps or plans of the City, or any part thereof, which were filed on or before November 25, 1969, in the office of the Director of Public Works and all such maps or plans made after said date and not expressly required by State law or City ordinance to be filed in some other place. (d) The making of plans, specifications and estimates of the cost of capital improvements projects when- ever such project is to be undertaken by the City, or any department, board, commission or agency thereof, except the Depart~ent of Public Utilities. Ce) The supervision of the execution and performance of all contracts for capital improvements projects whenever such project ms undertaken by the City, or any department, board, commission or agency thereof.
