Commission may, at its regular monthly meeting, unless the <br />Commission shall set it down for review at a special meeting, <br />shall consider an exception to the regulations stipulated <br />in Paragraphs 1, 2, 3.1 and 3.2 of subsection (b). The <br />applicant shall be given an opportunity to explain his sign <br />plans publicly at the Planning Commission's meeting. The <br />sign plans shall be reviewed with particular emohasis on <br />the location of the building and/or buildings or the site <br />and the appropriateness of the exterior design features of <br />such land, places, areas, buildings, structures and improve- <br />ments and its relationship to or congruity with the exterior <br />design of other land, places, areas, buildings, structures <br />and improvements in this district and environs. Immediately <br />thereafter, the Planning Commission, in open session, shall <br />pass a resolution either approving or disapproving the sign <br />plan. If the Planning Commission disapproves the sign plan, <br />it shall state the reason why the sign plan was rejected. <br />Where the Planning Co~mission has disapproved a sign plan, <br />the planning director shall notify the applicant in writing <br />of the action taken and the reasons therefor; the applicant <br />shall also be advised at the same time of his right to appeal <br />the decision to the City Council within~ten (10) days of <br />the decision. The City Council shall review any such sign <br />plan on appeal at a public hearing and in accordance with <br />the ~principles set forth above. · <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held June 22, 1976. · <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
