~N ORDINANCE TO AMEND THE CODE OF THE CITY OP PORTSMOLVI~, VIRGINIA, <br />1973, BY AM~qDING SECTION 14-41 THEREOF; PER~kINING TO ~'~S FOR <br />ESTABLISHING ACCOUNTS. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 14-41 of the Code of the City of Portsmouth, <br />Virginia, k~ amended to read .as follows: <br /> <br />Section 14-41.
