AN ORDINANCE TO PROVIDE FOR THE CLASSIFICATION OF. EMPLOYMENT; TO PRDVIDE A CC~PENSATTON PLAN FOR ~PLOW~E.$; AND TO REGULATE THE AEViIN/STRAT~ON OF THE 1977-78 CLASSIFICATION AND PAY PLAN OF THE CiTY OF PORTSMOUTH, BE tT ORDAINED by the Council of the City of Portsmouth, Virginia: SECTION 1. E~ployees Classified On and after July 1, 1977 all employees of the City of Portsmouth shall be classified according to the kind and type of work performed by them and as provided in this ordinance. SECTION 2. Classification and Cc~pensation. All full time officers and e~ployees of the City, except those r~ntioned in Section 15 of this ordinance, shall be classified and graded in accordance with the "Classes of Positions Assigned to Pay Grades", portion of this ordinance. The compensation of each classified employee shall be determined according to the Pay Schedule portion and other sections of this ordinance. Pay Schedule A shall be effective through August 31, 1977. Pay Schedule B shall become effective, September 1, 1977. SECTION 3. Compensation and Salary Adjustments. On and after July 1, 1977, the salary steps for the respective positions as set forth in Section 2 of this ordinance shall constitute the plan of cc~oensation for all persons classified under said section: (See Pay Schedules). (a) General Increases. Frc~tia~totime, the City Managermayrec~%~nd the g~anting of general increases for all persons classified under this plan. Such general increases willbe applied directlyto the 'q)ay Schedule" such~hat each grade end step shall reflect the increase. When a general increase is granted, there is no movement on the Pay Schedule; the e~ployee retains the same grade and step designation.
