The Director of Finance is hereby authorized <br />to transfer funds for the purpose of equalization, from any fund <br />in one authorized bank to the same fund in another authorized <br />bank, provided the transfer check is countersigned by the City <br />Treasurer. <br /> <br /> Section 4. Monies paid to the retired school teachers <br />shall be termed as gratuity and only as a temporary measure. <br />If the State of Virginia takes over this responsibility, this <br />gratuity will cease. <br /> <br /> Section 5.
