interest of the City, provided there is no increase in expense. <br /> <br /> Section 3. The Director of Finance is hereby authorized <br />to transfer funds for the purpose of equalization, from any fund <br />in one authorized bank to the same fund in another authorized <br />bank, provided the transfer check is countersigned by the City <br />Treasurer. <br /> <br /> Section 4. Monies paid to the retired school teachers <br />shall be termed as gratuity and only as a temporary measure. <br />If the State of Virginia takes over this responsibility, this <br />gratuity will cease. <br /> <br /> Section 5. To the extent that any monies in the <br />accounts of the School Board derived from sources other than <br />the State of Virginia are unexpended at the end of the fiscal <br />year 1977-1978, and, thus, become available for use the next <br />fiscal year, the City's share of the appropriation made for edu- <br />cation and scholarships for the next ensuing year shall be de- <br />creased by a like amount. <br /> <br /> Adopted by the Council of the City of Portsmouth, Vir- <br />ginia, at a meeting held May 31, 1977. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br />-3- <br /> <br /> <br />
