Section 25-33. Reciprocal Agreements. (a) Any charitable organization having no office or place of business within the City of Portsmouth and soliciting in this municipality from without t_he municipality solely by telephone or telegraph, direct mail or ad~ertising in local or natiom~at media~ and any professional ftmd-raisLng c~uns~l or professional solicitor engaged by such an organization, Shall file with the Ymmager any reporfc ~_%ch would otherwise be reqmL~red of it, prcf~ided such charitable organization maintains ~/1 office or place of business within the Cc~Fxz~wealth of Virginia. _ .~-~ (b) ~he Manager ~y enter into a reciprocal agreement %~[th %_he appropriate authority of any ~m~cipality within the C~a~or~,~alth of Virginia for the purpose of exchanging infozmation with respect to charitable organizations~ professional ftLnd-raising counsel sand pro- fessiom~ soi/cit~rs~.~ t~arsuant %o suc~ agreen~.nts~ t~e Me~a£~er ~y accept infoI/r~tion f lle~ by cha~i~table organizations, professions/ fund- raising counsel and professional solicitors with the appropriate authority of another locality within this Cc~ronv~alth in lieu of the infozn~tion required to be filed by subparagraph (a)~ Section 25-~34.
