No employee may receive more than one In-Grade <br />Progression per year, except under the provisions of <br />paragraph (c) below. <br /> <br /> In-Grade Progression may be withheld from permanent <br />employees by the Department Head upon submission of at <br />least two (2) written warnings ~o the employee (with <br />copies for the permanent personnel file) that the <br />employee's performance has been unsatisfactory during <br />the course of the year. One warning must have been <br />given prior to, and one subsequent to, three months <br />before the employee becomes eligible for the In-Grade <br />Progression. <br /> <br /> Any permanent employee whose performance <br />that In-Grade Progression is withheld for two <br />years will be demoted or terminated. <br /> <br />is such <br />consecutive <br /> <br />(c) Administrative Salary Adjustments <br /> <br /> The City l~anager retains the authority to make <br />administrative salary adjustments. Such adjustments <br />include, but are nov limited ~o: <br /> <br />(1) Performance recognition, positive or <br /> negative. <br /> <br />(2) Approval of departmental requesms for <br /> special salary actions; positive or negative. <br /> <br />(3) Correction of verified errors~in application <br /> of the Pay Plan. <br /> <br />(4) In-Grade increases to reflect changes in <br /> federal mmnimum wage. <br /> <br />(d) Application <br /> <br /> The Director of Personnel shall be responsible for <br />application of this Compensation and Salary Adjustment <br />Section as it relates to the three parts of this Pay <br />Plan: <br /> <br />(1) Regulatio~s for Administration <br /> <br />(2) Classes of Positions Assigned to Pay Grades <br /> <br />($) Pay Schedules <br /> <br /> This responsibility includes clarification and <br />resolution of any problems or questions not specifically <br />covered by the Classification and Pay Plan. <br /> <br />SECTION 4.
