AN ORDINANCE TO PROVIDE FOR THE CLASSIFICATION OF EMPLOYMENT; TO PROVIDE A COF~ENSATION PLAN FOR EMPLOYEES: AND TO REGULATE THE ADMINISTRATION OF THE 1978-79 CLASSIFICATION AND PAY PLAN OF THE CITY OF PORTSMOUTH~ VIRGINIA. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: SECTION 1. E~pIoyees Classified On and after July 1, 1978, all employees of the City of Portsmouth shall be classified according to the kind and type of work performed by them and as provided in this ordinance. SECTION 2. Classification and Compensation Ail officers and employees of the City, except those mentioned in Section 15 of this ordinance, shall be classified and graded in accordance with the "Classes of Positions Assigned to Pay Grades," portion of this ordinance. The compensation of each classified employee shall be determined according to the Pay Schedule portion and other sections of this ordinance. Pay Schedule A shall be effective through August 31, 1978. Pay Schedule B shall become effective September 1, 1978. SECTION 3. Compensation and Salary Adjustments On and after July 1, 1978, the salary steps for the respective positions as set forth in Section 2 of this ordinance shall con- stitute the plan of compensation for all persons classified under said Section: (See Pay Schedules) (a) General Increases~ At his discreti~n~ %he granting of general increases under this plan. the City Manager may recommend for all persons classified Such general increases will be applied directly to the Pay Schedule such that each grade and step shall reflect the increase. When a general increase is granted, %here is no movement on %he Pay Schedule; the employee retains the same grade and step designation. (b) In-Grade Progression Employees shall receive a one step increase annually until they reach the. O step of their grade. Ail increases will be effective for the full pay period in which the employee's anniversary date occurs.
