AN ORDINANCE TO PROVIDE FOR THE CLASSIFICATION OF EMPLOYMENT; <br />TO PROVIDE A COF~ENSATION PLAN FOR EMPLOYEES: AND TO REGULATE <br />THE ADMINISTRATION OF THE 1978-79 CLASSIFICATION AND PAY PLAN <br />OF THE CITY OF PORTSMOUTH~ VIRGINIA. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />SECTION 1. E~pIoyees Classified <br /> <br /> On and after July 1, 1978, all employees of the City of <br />Portsmouth shall be classified according to the kind and type <br />of work performed by them and as provided in this ordinance. <br /> <br />SECTION 2. Classification and Compensation <br /> <br /> Ail officers and employees of the City, except those <br />mentioned in Section 15 of this ordinance, shall be classified <br />and graded in accordance with the "Classes of Positions Assigned <br />to Pay Grades," portion of this ordinance. The compensation of <br />each classified employee shall be determined according to the <br />Pay Schedule portion and other sections of this ordinance. Pay <br />Schedule A shall be effective through August 31, 1978. Pay <br />Schedule B shall become effective September 1, 1978. <br /> <br />SECTION 3. Compensation and Salary Adjustments <br /> <br /> On and after July 1, 1978, the salary steps for the respective <br />positions as set forth in Section 2 of this ordinance shall con- <br />stitute the plan of compensation for all persons classified <br />under said Section: (See Pay Schedules) <br /> <br />(a) General Increases~ <br /> <br /> At his discreti~n~ <br />%he granting of general increases <br />under this plan. <br /> <br />the City Manager may recommend <br />for all persons classified <br /> <br /> Such general increases will be applied directly <br />to the Pay Schedule such that each grade and step shall reflect <br />the increase. <br /> <br /> When a general increase is granted, %here is no <br />movement on %he Pay Schedule; the employee retains the same <br />grade and step designation. <br /> <br />(b) In-Grade Progression <br /> <br /> Employees shall receive a one step increase <br />annually until they reach the. O step of their grade. Ail <br />increases will be effective for the full pay period in which <br />the employee's anniversary date occurs. <br /> <br /> <br />
