AN ORDINANCE AMENDING THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTION 14-46 THEREOF, PERTAINING TO THE PAYMENT OF BILLS, DELINQUENT CHARGES, DISCONTINUANCE OF SERVICE, NOTICES. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That Section 14-46 of the Code of the City of Portsmouth, Virginia, 1973, be amended and reordained to read'as follows: Sec~io~14-46. Payment of bills, delinquent charges, dis- continuance of service, notices. (a) Ail bills rendered under Section 14-39 are due and payable'as provided for water and sewer charges in Section 38-42. (b) Ail other bills rendered under the division exclusive of Section 14-39 are due and payable at fha office of the City Treasurer upon presentation and shall be con- sidered delinquent if not paid within t5 days of the date issued. If any bill is not paid within such fifteen (15) day period, an additional c~arge of one percent (1%) uer billing period on the unpaid charges shall be added thereto and collected therewith to cover costs of collection. (d) The 'director sh~ll discontinue collecting refuse from a delinquent operator, owner or tenant after giving fifteen (15) days' written notice thereof. A copy of the notice shall be delivered to the City Attorney, the Health Department, the Del~-inquent Tax Collector and the Director of Public U~ilities. The Delinquent Tax Collector shall include the delinquent charges with Othez~ taxes or fees to be collected from the operator, owner or tenant, and the Director of Public Utilities may, in addition, discontinue water and sewer service to the delinquent operator, owner or tenant. 2.
