AN ORDINANCE A~{END!NG THE CODE OF ~HE CITY OF PORTSMOUTH, VIRGINIA, <br />PER~A/NING TO TOW TRUCKS, BY PRC~VIDi%~G FOR ID~KP~ICATION MARKINGS; <br />TO NC~IF~ POLICE; TC~ R~RUCKS C/~T,I-,T~D TO ASSIST AT ACCIDENT SCENE; AND <br />~RUCK BOOK TO BE ~ BY CITY MANA~. <br /> <br /> BE iT ORDAINED by the Council of the City of Portsmouth, Virginia~ <br />that ~rqicle IV of Chapter 37 of the Code of the City of Porhsmou~]l~ <br />Virginia, 1973, be anm_nded and reordained to read as follows: <br /> <br />Section 37-190. Tow truck idantificationmarkings. <br /> <br /> Any person, firm, partnerskip or corporation engaged in the business <br />of providing the services of one or more wreckers for hire or used to <br />tow~ transport or move motor vehicles on public streets or on or from <br />private property ~ way of streets, shall display the name~ and adctress <br />or telephone number of said business on both sides of said t~ truck in <br />letters large enough to be readily legible, but in no case~ less than <br />on, inch in height. <br /> <br />Section 37-191. Tow truck operator's duty to notify, police. <br /> <br /> Prior to or simul%aneouslywith the removal of any car by a tow <br />truck operator, the police dispatcher shall be notified. This provision <br />shall not apply to a disabled vehicle towed at the req~est of the vehicle's <br /> <br />Section 37-192. <br /> <br />Tow truck called to accident scene; assistance of <br />police officers at scene. <br /> <br /> Whenever it shall be necessary to proc0re a tow truck to render services <br />at the scene of any traffic accident or traffic hazard, any police officer <br />present shall assist the operator or owner of a distressed n~tor vehicle <br />in obtaining tow truck services. Police cor~mmications facilities may be <br />used as necessary to contact tow operators. If the owner or operator <br />concerned requests that a specific bow truck service be called, such <br />request shall be honored unless the officer in charge determines, in his <br />discretion, that the tow operator requested is located at too g~eat a <br />distance or is otherwise actually unavailable to furnish the required <br />services in a timely manner. <br /> <br />Section 37-193. Tow book to be maintained by City Manager. <br /> <br /> (a). The Cihy ASmlager shall maintain a register of tow operators who <br />shall be called in secqu~ance to provide services at the scene of accidents <br />or traffic hazards. The t~ book shall be utilized only in those cases <br />where ~ne owner or operator of a distressed motor vehicle dces not, for <br />any reason, provide ~hepelice Officer in charge with the nan~eof a tow <br />operator available to perform the required service in a timely manner. <br /> <br /> <br />
