HERMON RECREATIONAL CENTER. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia, that the sum of One Hundred Thirty Thousand and <br />OO/1OO ($130,O00.) Dollars be, and the same hereby is, appro- <br />priated from the Capital Improvement Fund for excavation and <br />field work at the proposed site of the Mt.
