Section 2-355. Powers and duties of the board. The oowers and duties of the board shall be as follows: (1) To interest itself in all matters pertaining to %he operation and administration of the Portsmouth City Jail; (2) To monitor the formulation and implementation of standard operating procedures, policies and guidelines for the administration and operation of the CiC]; Jail; (3) To meet with the Sheriff of ~he City of Portsmouth, Virginia, at leas% four (4) times a year for the purpose of making recc~ar~ndations on policy matters concerning the City Jail and reviewing and evaluating the inpl~.mentation of standard operating procedures, ~olicies ~nd guidelines for the jail administration and operation; (4) To make an annual report to the City Council vzith copies thereof to the Judges of the Circuit Court and the CuL~onwealth's Attorney for the City of Port'smotr.'ah, con~0m-rent with the budget presem~tation of the Sheriff on or ~fore Febz-~sm-f 1 of each year, concerning the administration and operation of the Porhsm~ath City Jail; and (5) To sukn~t to the City Council and the Judges of the Circuit Court and the Conmonwealth's Attorney for the City of Portsmouth, ~ ~ to time, other reports that the board dee~ appropriate and perform such other duties and functions as may be assigned by the City Council. Section 2-356. Ex officiorgembers. %~le sheriff and jail administrator shall be ex officio members, without ~te, of ~2ne board. The Jail Administrator shall assist the board in the perform~n~ of its duties as set forth in Section 2-355 and shall serve as secret~ _? to the beard, making himself available to conduc~ such s~dies ~ad fur~/sh such reports and irzformation as the board shall request. 2.
