8. That Section 118.12 (d) (1), (d) (2) and (d) (3) of Section 6-8 of the Code of the City of Portsmouth, Virginia, 1973~ as amended, be amended and reordained as follows: Section 118.12 (d). General: (1) When a building has been removed from a site, the appropriate charge will be made whenever the new connection is made. This will apply to any connection whether or not it has been in use before. (2] When more than one connection is made to a residential, commercial, or industrial building, the cost for each such add- itional connection will be the actual cost, as computed by the department of public works of the City of Portsmouth, plus an additional twenty percent (20%) thereof, or the minimum charge applicable to the type of buildings served whichever is greaterl (3! When a sewer does not exist in the street adjacent to a b~ilding site, sewer lines may be installed by the City to serve such site for which the owner of such site shall pay the actual cost plus twenty (20%) percent, u~less the Council shall otherwise direct. 9. That SeC~i0n ~-13 of the Code of the City of Ports- mouth, Virginia, 1~73, be amended by repealing subsection (1) through (3) t~Areof and be reordained by the following: Section6-13. R~q~irements for conducting plumbing business; rA~ocation of license, etc. ~ Ia) 'No person shall ~enduct the business of plumbing or house drainage in the City until he, or at least one bona · d fide member of a firm or corporat!on shall hol a certificate- as Level ~o Plumbing Worker and have a business license as required by this Code. (1)~. Illegal work - revocation of license. Any/ person, firm or corporation engagedlin the plumbing bu'siness wh6se Work does not'conform to the rules-and regulations"~ hereinafter set out, or whose workmanship or materials are of inferior quality, shall on notice from the senior plumbing inspector, make necessary changes or connections at once so as to conform to this Code; if work has not been changed after ten (10) days notice from the senior plumbing inspector, the senior plumbing inspector shall then refuse to issue any more permit~ until such work has fully complied with the rules and regulations of this Code. The senior plumbing inspector may appear before the governing authority and reques~ that all licenses be revoked because of continuous violations. When the revocation of any such license is to be considered at ~ny meeting, the person~ firm, company, or corpora%ion, to whom the license has been issued, shall have at least three [3) days notice in writing of the time and place of such meeting, together with a statement of the grounds upon which it is proposed to revoke such license· 6
