AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY A/~ENDING SECTIONS 2-17, 2-41, 2-42, 2-44, 2-47, 2-48, 2-49, 2-52, 2-56, 2-63, AND 2-64 THEREOF, AND TO REPEAL SECTION 2-54 THEREOF, PERTAINING TO CITY COLVNC!L. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That Sections 2-17, 2-41,'2-42, 2-44r 2-47, 2-48, 2-49, 2-52, 2-56, 2-63, and 2-64 of the Code of the City of Portsmouth, Virginia, 1973, be amended and reordained to read as follows: Section 2-17. Council procedures for %he adoptzon of ordinances and resolutions. (a) Except for those ordinances and resolutions set forth in s~bparagraph (b) of"'this section, ordinances and resolutions may be adopted on the date of their introduction. On the final vote on any ordinance or ~resolution, the name of each member vOting and how he voted shall be recorded. Such ordinances and resolutions shall be passed by the affirmative vote or-the majority of the City Council members present. (b) No ordinance or.resolution appropriating money, imposing taxes, authorizing the borrowing of money or relating to any zoning ma~tgr Shall be finally adopted by the council at a meeting whe~e~such matter was first 6onsidered. Such ordinance or resolutio~ previously approved'on first reading shallbe listed under the consent agenda for a second reading; provided, however, that such ordinance or resolution shall be removed from the consent agenda and considere~separatel · upon the request of~an~ member of the Council. Such ordinance or resolution appropriating money, imposing taxes or authorizing the borrowing of money shall be passed by a recorded affirmative vote ~f a majority of members elected to the City Council. Section 2-41. Place. ~ --~ All regular and special meetings of the City Council shall be held in the Council Chambers, 6th Floor, City Halt Building, 801 Crawford Streetr unless the call of a special meeting or other notice with respect to a regular meeting specifying some other place of meeting shall have been delivered to ~ach member of the Council at least twenty-four (24) hours prior to the time of such meeting, but nothing herein shall be construed as prohibiting the continuation of any meeting to any other place.
