A-N ORDINANCE TO A~ND THE CODE OF THE CITY OF PORTSMOUTH, <br />1973, BY AMENDING SECTIONS 14-1, 14-21, 14-24, 14-26 and <br />THEREOF, PERTAINING TO GARBAGE AND REFUSE. <br /> <br />VIRGINIA~ <br />14-28 <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Sections 14-1, 14-21, 14-24, 14-26 and 14-28 of <br />the Code of the City of Portsmouth, Virginia, be amended and <br />reordained to read as follows: <br /> <br />Section 14-1. Definitions. <br /> <br /> As used in Article I and II of this Chapter, unless <br />otherwise required by the context, the following words and <br />terms shall have the meanings indicated: <br /> <br /> GARBAGE: The word "garbage" shall mean putrescible <br />animal and vegetable wastes resulting from the.handling, <br />preparation, cooking and consumption of food. <br /> <br /> REFUSE: The word "refuse" shall include any putrescible <br />~nd non-putrescible solid wastes (except body waste), including <br />garbage, rubbish, trash, ashes, and other szmilar wastes. <br /> <br /> BULK REFUSE: The term "bulk refuse" shall include oversized <br />household trash, bulky items such as refrigerators, water heaters, <br />washing machines, furniture, and tree trimmings, cuttings, shrubbery <br />and the like. <br /> <br /> T_RASH: The word "trash" shall include accumulation of waste <br />paper, rags, bottles, cans or other similar matter. <br /> <br /> S~ALL DEAD ANIMALS: The term "small dead animals" means <br />dead cats, dogs, small household_pets and other animals of similar <br />size. <br /> <br /> BUSINESS AND COMMERCIAL ESTABLISHMENTS. The term "business <br />and commercial establishments" are premises wherein: <br /> <br /> (a) There is carried on any business, profession or <br />occupation subject to the license tax ordinance of the City. <br /> <br /> Lb) There is carried on any broadcasting, publishing, <br />manufacturina or commercial activity or process, including the <br />renting of residential property. <br /> <br /> CONSTRUCTION SITE: Any area in which construction of any <br />type is conducted, including roads, buildings and all other <br /> <br /> <br />
