Section 18-64. Rules and regulations. Ail residential sales or other sales involving the offering for sale of multiple items of personal property from residentially zoned property, shall be subject to the following rules and regulations: (a) No one shall accept or take in for sale any goods from any commercial business or enterprise on a consignment basis. (b) No signs shall be posted ~nywhere in the City of Portsmouth advertising such sales except that the property owner may install on the residential lot on which such sale is to be held one sign not larger than four (4) square feet. Said sign shall be posted not more than forty eight (48) hours prior to ~he date of the sale and shall be remove~ at the end of the last day upon which the sale is held. (c) Not more than two (2) Such sales per annum shall be held by the same family, or any member of such family, who actually resides within the same residence.. (d) Any sale conducted pursuant to the provisions hereof shall be limited in time to the hours of 8:00 A. M. to 5:00 P. M. on three (3) consecutive days. No such sale shall be conducted on Sunday. If the sale is not held because of inclement weather, and an amended application so stating is submitted to the Commissioner of the Revenue, another permit may be ~ssued for a sale date (s)~within thirty (30) days of the original permitted date. (e) No personal property sold or offered for sale shall -be placed, kept or displayed on or in any public right-of-way or in any manner as to interfere with or impede the f~ow of vehicular or pedestrian traffic. (f) The Chief of Police or his duly designated repre- sentative may, when circumstances indicate the existence of or creation of a nuisance or danger to the health, safety or welfare of the public through the conduct of the residential sale, suspend and/or cancel same for a given period of time or for the duration of the date(s) and time allocated in the permit. (g) Ail parking of vehicles shall be conducted in com- pliance with all applicable laws and ordinances. Further, the Police Department may enforce such temporary controls to eleviate any special hazards and/or congestion created by the residential sale.
