~Memorandum: Steven Lieberman
Date: April 30, 1982
Page: 3

Item No. Activity

Estimated
Man Hours Rate Cost

15

City Tresaurer receives check
and removes tax lien from docket
book
Staff time

0.25 X 7.57 1.89

Sub total 87.38

Note: If payment is not received, the Delinquent Tax Collector is notified
and must take action. Assuming this occurs 10% of the time, we must add
to the above total an amount equal to the Delinquent Tax Collector's
services,S5.00 plus the possible cost of legal department involvement.
We can also justify Department of Inspections employee indirect costs
of approximately $2.53 per hour from indirect allocation costs. This
would add C2.$3 x 5.91)= ~14.95 to the costs resulting in a 'normal'
incident cost of $107.33. If any deviation from the normal occurs, the
cost can increase considerably and if you wish to include a factor for
inclusion of any of the following items, please advise me:

A. More than one trip by inspector to instruct
contractors at site.

B. More than one trip by inspector to confirm
that work is satisfactory.

Owner resorts to litigation to stop con~
tracted work. This will involve the legal
office and possibly the Police Department.

It is apparent that the cost of $35.00 is justified and should 5e a part
of the Code rather than being done administratively. To do otherwise
would simply compound an already costly operation by adding whatever
"administrative" costs might be considered necessary~

MJS/sda
