submitted in accordance with these procedures shall be honored <br />by the Chair. Each person participating under this subsection <br />shall be provided a maximum of five (5) minutes for the p~rpose <br />of presenting his views, and shall not be permitted to relinquish <br />his time to any other person. Any person desiring additional <br />time shall request same on the registration form submitted to <br />the City Clerk or his designee indicating therein the amount <br />of time desired and the reason~additional time is needed.- Prior <br />to the speaker addressing Council, the City Clerk shall present <br />the request for an extension of time to the Council which may <br />be granted if approved by a majority of the members of Council <br />present. When two (2) or more speakers desire to address the <br />same subject, they shall be permitted to speak in the order <br />in which the request was submitted , provided that all speakers <br />that support an agenda item shall be heard first, and all who <br />oppose such matter shall be heard thereafter. The presiding <br />officer may impose a specific time limit for citizen participation <br />on any agenda item in which case the time will be allocated <br />pro rata. <br /> <br /> (b) Requests by members of the general public to address <br />Council on items listed under the consent agenda shall be sub- <br />mitred to the City Clerk or his designee prior to the calling <br />of the meeting to order in accordance with the provisions of <br />subsection (a) hereof. Upon receipt of such request, such item <br />will be removed from the consent agenda. Any person who wishes <br />to address Council on any item listed under the consent agenda <br />shall conform to the requirements of subsection (a) hereof. <br /> <br /> (c) Any person who wishes to address Council on a subject <br />not contained on the meeting's agenda shall submit his request <br />to speak to the City Clerk or his designee prior to the calling <br />of the meeting to order. Such requests shall be on registration <br />forms prescribed by the City Clerk and shall include the name <br />of the speaker, his address, telephone number, the name of the <br />group or organization, if any, on whose behalf he is speaking, <br />and the subject matter or topic on which the citizen will speak. <br />All requests submitted in accordance with this subsection shall <br />be honored by the Chair.
