AN ORDINANCE TO AMEND .THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTIONS 2-17, 2-49 AND 2-56 THEREOF, PERTAINING TO CITY COUNCIL. BE IT ORDAINED by the Council of the City of Portsmouthj Virginia: I. That Sections 2-17, 2-49 and 2-56 of the Code of the City of Portsmouth, Virginia, 1973, be amended and re- ordained to read as follows: Section 2-17. Council procedures for the adoption of ordinances and resolutions. (a) Except for those ordinances and resolutions set forth in subparagraph (b) of this section, ordinances and resolutions may be adopted on the date of their introduction. On the final vote on any ordinance or resolution, the name of each member voting and how he voted shall be recorded. Such ordinances and resolutions shall be passed by the affirmative vote of the majority of the City Council members present. (b) No ordinance or resolution appropriating money, imposing taxes, a~thorizing the borrowing of money or re- lating to any zonzng matter shall be fihally adopted by the Council at a meeting whereat such matter was first considered. Such ordinance or resolution previously approved on first reading unanimously by City Council shall be listed under the consent agenda for a second reading; provided, however, that such ordinance or resolution shall be removed from the 'consent agenda and considered separately upon the request of any member of the Council or upon receipt of a request from members of the general public to address City Council on such ordinance or resolution in accordance with the require- ments of Section 2-56 hereof. Such ordinance or resolution appropriating money, imposing taxes, or authorizing.the borrowing of money shall be passed by a recorded affirmative vote of a majority of members elected to the City Council. Section 2-49. Order of business. (A) Except as otherwise provided in subsection (D), the ord6r of business at all regular meetings of City Council shall be as follows:
