ZONING AMEND-~.!ENT ORDINANCE Z-83-4 <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That a portion of the zoning map attached to and <br />made a part of the Zoning Ordinance of the City of Portsmouth, <br />Virginia, 1973, which now zones as _.estcennlal R-75-S, the <br />property descrIbed In Petition for Zoning Amendment No. Z-83-~ <br />is hereby amended and changed so ~s.to show said property ~ <br />zoned as Residential R-75-K (Condltmonal). <br /> <br /> 2. The property affected by this ordinance is described <br />as follows: <br /> <br />Z-83-4 <br /> <br /> Beginning ak the northeast intersection of <br />Locust Lane and Windsor Road; thence north along <br />the east right-of-way of Locust Lane 170 feet' ~ <br />and thence west for a distance of 225 feet to es- <br />tablish the true point of beginning; thence north <br />612 feet +; thence westerly 292 feet +; thence <br />southwesterly 205 feet ~,- then~e~ westerly 137 feet <br />+; thence southerly 100 feet; thence easterly 792 <br />~e~t ~; thence northerly t00 feet; thence north- <br />easterly 125.65 feet to the true point of beginning. <br /> <br /> 3. Zoning Ordinance ~endment Z-83-4 is conditioned upon <br />the follovzing: <br /> <br /> (a) That no more than fifty-three (53) townhouse/ <br />condominium units will be built on this site; <br /> <br /> [b) That under the proposed development all of the <br />streets, utilities and maintenance services will be the responsi- <br />bility of the developer and the condominium association; <br /> <br /> (c) That active and passive recreational facilities <br />will be included in the form of common open areas. Passive re- <br />creation will be offered in the form of a trail from Sandie Point <br />Road to and along the proposed bulkhead along the waterfront as <br />well as an open green area in the center of the development. <br />Active recreation will be offered through the develooment of the <br />abandoned railroad trestle into a piem~ The railroad trestle <br />will be utilized as a.boat slip facility fo{ Sandie Point residents <br />and twenty (20) to thmrty (30) boat slips wmll be provided which <br />will be built either on floating docks or fixed piers. Such boat <br />slips will be joined by way of a ramp and a stairway connection <br />to the railroad trestle. The trestle would further be used for <br />such other~ recreational purposes as fishing, sunbathing, etc.. <br />The trestle walk will be decked to provide a suitable walkway, <br />and railings, as necessary for safety, will be erected. <br /> <br /> <br />
