Coffield <br />1983 <br /> <br />83-134 <br /> <br />Several operators requested that the City change its <br />practice of ticketing taxicab operators for improper <br />equipment (recommended ticketing owners). <br /> <br />Response--The wording of the City Code requires ticketing <br />of the operators. This is a matter of Police Officer <br />interpretation, for example, if a head lamp is out, the <br />operator obviously knows he has improper equipment and should <br />be ticketed. The drivers should discuss this with the owners <br />as it is more of a labor/management issue. <br /> <br />A request was made for the Police Department to crack <br />down on illegal taxicabs for hire operating within the <br />City. <br /> <br />Response--This is a difficult area to enforce, for example, <br />Sergeant Lewis has stopped suspected illegal hires only to be <br />informed by the passengers that the driver was a friend giving <br />them a ride home. The Police Department will continue to <br />monitor but indicated City needs the support of Taxicab <br />Industry to effectively enforce (referrals). <br /> <br />A request was <br />owner to have <br />30 day notice <br /> <br />made that the City require each taxicab <br />insurance carriers provide the City with <br />of cancellation. <br /> <br />Response--This item is a possibility, Stuart Kahz, of the City <br />Attorney's Office~ is investigating whether or not we can <br />require. <br /> <br />A statement was made that taxicab operators need to <br />strengthen their own relationship and stop "reporting" <br />on each other to the City's taxicab inspector. <br /> <br />Response--This is not a City related issue. This is a matter <br />that should be worked out anlong the operators themselves. <br /> <br />A question was raised as to whether or not the City would <br />be involved with Norvlew Limo Service's request currently <br />before the SCC for a franchise in Portsmouth. <br /> <br />Response--The SCC was contacted and there was not a record of <br />Norview Limo Service's request for a franchise in Portsmouth. <br /> <br />A request was made that the City consider granting <br />temporary permits for new taxicabs (30 days). Rationale <br />being, once a taxicab is taken out of commission it <br />sometimes takes two to four weeks to arrange for painting, <br /> <br /> <br />
