83-134

TAXICAB ~,~ETING MINUTES

May 16, 1983

10:00 a.m.

ATTENDING:

Patrick J. Coffietd, City Manager's Office; Stuart
Katz, City Attorney's Office; Otis Jordan, City
Manager's Office; Sergeant Donnie Lewis, Police
Department; Taxicab Owners and Operators

Patrick Coffield opened the meeting az 10:00 a.m. and asked
if all individuals present had received a copy of the City Manager's
correspondence dated April 21, 1983, outlining the proposed changes
to the City's Taxicab Ordinance. Mr. Coffield indicated that the
Clerk of the General District Court, the Police Department and the
City Attorney's Office over the past several months had been
reviewing the existing taxicab ordinance to determine if certain
provisions were up To date and in the best interesv of the general
public. It was explained that City Council had specifically
requested that the taxicab owners and operavors have an opportunity
to respond to any of the proposed recommendations. It was clearly
stated that the purpose of the meeting was zo first, explain the
proposed code changes, and second, to allow the taxicab owners and
operazors to air any additional coneerns they had.

Mr. Stuart Katz was called upon to briefly explain the proposed
changes to the City's Taxicab Ordinance. Mr. Katz indicated that
the changes To Sections 37-2, 37-22, 37-24 and 37-25 responded to
problems which benefited both the City and taxicab industry equally.
The remaining recommended code changes (37-29 and 37-50) dealt with
the City's administrative review procedure and simplified and
improved upon the existing ordinance (see attached letter for detailed
explanation). Following Mr. Katz's presentation the floor was open
to comments. The following is a listing of the comments received:

A question was raised concerning the unlimited
number of taxicab parking stands downzown and the
possible need for additional stands and spaces.

o

A questio~ was raised on whether taxicabs are allo~ed
to park free at a meter while driver is in vehicle.

o

A request wa's made for the Police Department ~o
strictly enforae no parking au taxicab svands for
vehicles other than taxicabs.
