The Honorable Mayor and
Members of City Council
City of Portsmouth
Portsmouth, VA 23704

August 3, 1983

8S-134

8D4

Dear Council Members:

As you recall, Portsmouth City Council at its April 26th
meeting requested than the proposed changes to the City's Taxi-
cab Ordinance be deferred until comments from the taxicab owners
and operators could be received.

On April 21st a letter was fom~arded to each taxicab owner
and operator outlining the proposed changes. In addition, a
briefing was held on Monday, May 16, 1983 and oral comments were
solicited on the proposed changes. Attached is a copy of the
minutes from this meeting.

As you can see from the comments, the taxicab owners and
operators conceptually agreed with the proposed changes to the
City's Taxicab Ordinance. In addition, the taxicab owners and
operators present requested that the City consider looking into
nine other problem areas. Those present were informed that each
of their concerns would be reviewed and a formal response was
senn to them. The response is enclosed for your review.

Based on the recommendations of the Clerk of the General
District Court, the Chief of Police and City Attorney's Office,
I would recommend that the changes to the City's Taxicab Ordinance
be approved.

R~ectfully submitted,
City ~Manager

GLH/ces

attachments
